How did we get here?

For decades, Americans have been lulled into a false sense of how well the nation is doing because the reports–regardless of the political party in control of the White House or Congress–have only told a small part of the story. The numbers are taken from the US Department of Labor Bureau of Labor Statistics (BLS)–and state and local equivalents–only for the number of first-time filings for unemployment (see https://www.bls.gov/cps/). These numbers ignore some very important statistics, including long-term unemployed, those ineligible for unemployment, and those who are underemployed. Aggregating those figures with the first-time filings results in numbers that show that over 60% of working-age Americans–which includes a growing population of older citizens who continue to work by necessity–are either unemployed (about 20%) or underemployed (about 40%).

In many cases, people who have been laid-off from their career positions have car payments, rent, house payments, and/or families for which they must provide. Although these programs require prospective students to meet defined criteria to qualify, there are two federal grant programs–administered at the state, county, and city level–to provide the funding needed to again gain meaningful employment, pay and benefits, and boost self-esteem and confidence.


The Workforce Innovation and Opportunity Act (WIOA) Grant

If you have been laid off, are unemployed, underemployed, or receiving unemployment benefits, you may be eligible for a Workforce Innovation and Opportunity Act (WIOA) job training grant. This grant program can pay up to 100% of your tuition and fees up to a cap of $4,000.00. Recent changes in this grant program have also enhanced the ability of Workforce and other offices that administer the grants to help unemployed and underemployed people with job placement services.


The Trade Adjustment Assistance (TAA) Program 

The Trade Adjustment Assistance (TAA) Program is a federal program that assists US workers who have lost their jobs as a result of foreign trade. The TAA program seeks to provide these trade-affected workers with opportunities to obtain the skills, resources, and support they need to become reemployed. TAA offers a variety of benefits and services to support workers seeking reemployment: job training, income support, job search and relocation allowances, and assistance with healthcare premium costs.


How Can I Get a Federal Grant for Certification Training?

In addition to places like state agencies and workforce offices, some certification training centers have staff members who are trained to screen and assist prospective grant recipients for going through the grant process. You can check to see which sites have these services–as well as job placement assistance–by exploring their websites. Education Benefits
